    How to approach an Athletic Bilbao save?

    So I have recently began a save with Basque club Atheltic Bilbao and I have found their transfer policy rather difficult. Does anyone have any tips for managing this club and ultimately be successful with this transfer policy?

    I know that if you sign Spanish players that are 16 they eventually become viable for the Basque conditions. I'm not entirely sure how to filter for these types of players but it's a start.

    Any help would be grateful, cheers.

    Why does my Director of Football fail with all my transfer targets?

    I mark someone as a transfer target, and my DoF always comes back and tells me that he's failed.

    When I send him out again, with more specific conditions, he always fails.

    I've even sent him out with a max amount of like 300 million pounds, and he still comes back as failed.

    Am I doing something wrong? Is my DoF just useless and in need of replacing?

    I'm Manchester United manager, by the way, so budget, transfer funds, and general interest aren't an issue - I can complete all the transfers myself once he fails, but I'd rather him do the work for me
