Sell Lars Bender in the first season for 35 million

I'm playing as Bayer 04 Leverkusen and received an offer from Bayern to buy Lars Bender for 21.5 million and I managed to get this bumped up to 35 million (with 69k per week wage gone)

I have a transfer budget of 14 million and a wage budget of 289k per week (with adjustments I have 25m + 71k per week) and transfers to sell Julian Baumgartlinger (7 m + 34.5k per week gone) and Aleksander Dragovic (5.25 m up front, 6m total + 52k per week gone) already and both should hopefully be finalised soon.

I haven't signed anyone but I believe that the club gives me 90% of transfers so between the 3 sales and what I have now I'll have just over 55m to spend plus adjustments from the wage.

It seems like a no brainer financially to do it but 1) he's a quality player and is influential 2) I am fighting for top 4 so I need quality 3) I don't have any decent BWM/BBM type players so I would need to buy some.

I haven't signed anyone but I am eyeing off Sandro Tonali to be the long term Aranguiz replacement and I'm also eyeing Timo Horn as the goalkeepers aren't good. I need a central defender, a rotation/backup right wing back and I'm also eyeing off Almiron. Selling Bender means another central midfielder to come in but it also means I can get Timo Horn.

Anyone here played as Bayer Leverkusen and done the same transfer?

FM 19 Loan Question

I truly cannot determine which team is paying for the loanee. Here, I (Shrewsbury) loaned Okenabirgie to Bristol for 0% of the salary. Does that mean Shrews pay all of his salary or none of it? There doesn't seem to be clarification anywhere... or I haven't found it.
